This article is written to the best of my knowledge based on my observations and information explained by my North Korean guides
이 글은 제 개인의 관찰과 북한안내원의 설명을 바탕으로 쓴 글로써 오류가 있을 수 있습니다. 

Through my travels around North Korea, I’ve observed several different types of vehicle license plates. The Korean prefix before the numbers all represent the province which the vehicle comes from. Naturally, the prefix you’ll see the most often is “평양” because it stands for Pyongyang and that’s the area with the largest automobile numbers. The license plates are differentiated by color with each color representing a different category.

제가 북한을 두루 여행하는 동안 관찰한 여러종류의 차량번호판에 대해 이야기해보겠습니다. 숫자 앞에 있는 조선어는 그 차량이 등록된 지역을 말합니다. 번호판에 ‘평양’이라는 글자를 가장 많이 볼수 있는데요, 그 이유는 평양이 가장 많은 차량이 등록된 곳이기 때문에 그렇습니다. 차량 번호판은 색상으로도 구분할수 있고, 각각의 색상으로 차량의 범주를 알수 있습니다.

Blue – State Owned 파란색 번호판 – 국가 소유 차량

Blue license plates are the most common in North Korea. They are state owned vehicles and are registered to organizations, hospitals, companies, schools, or factories. You’ll find them in every province and town.

북한에서 가장 흔한 번호판은 파란색 번호판입니다. 국가조직, 병원, 국영회사, 학교나 국영공장으로 등록된 차량입니다. 모든 지방이나 도시에서 볼 수 있습니다. 

Black – Military 검은색 번호판 – 군용 차량

The word “military” instantly conjures up images of drab olive-colored tanks, rovers and trucks. However, the North Korean military owns a plethora of different vehicles and these can all be identified by their black license plates. Military license plates do not have the prefix to denote their province of origin and are the second most common license plate in North Korea.

‘군용차량’하면  단조로운 국방색의 탱크나 지프 혹은 트럭들을 떠올리기 마련입니다. 하지만 북한의 군은 지나칠정도로 다양한 종류의 차량을 소유하고 있고, 모두 검은색 번호판을 달고 있습니다. 군용 차량은 번호판에 등록지가 표기되지 않으며, 북한 내에서 두번째로 흔한 번호판입니다.   

Black – “0” Heavy Industrial Vehicles 검은색 번호판 – 0

These license plates all start with “0”, followed by a “.” and are for very heavy industrial vehicles that exceed 15 metric tons. They have no prefix to represent the province of origin as they are owned by the military.

‘0’으로 시작해서 ‘-‘로 이어지는 번호판은 15톤을 초과하는 중장비에 사용됩니다. 군에서 사용되는 차량이므로 역시 지역을 뜻하는 표기는 없습니다. 

Green – Embassies, NGOs or International Organizations license plate 대사관, NGO(비정부기구)들이나 국제기구를 위한 번호판

Green plates labeled “외” meaning “foreign”, are reserved for Embassy vehicles, Plates labeled “기구” are for NGOs, and “국제기구” are for International Organizations

‘외’가 표기된 녹색번호판은 대사관 차량에게 배정된 번호판이며, ‘기구’로 표기된 번호판은 NGO(비정부기구)를 위해, 그리고 ‘국제기구’는 국제기구에게 배정된 번호판입니다.

Red – Foreign Privately Owned Plate. 외국인 소유 개인 차량

The prefix “외” meaning “foreign”. Red plates are privately owned vehicles by PRC Chinese who live in North Korea.

Yellow – Foreign Privately Owned Plate. 외국인 소유 개인 차량

Again you see the prefix “외” meaning “foreign”. These Yellow plates are privately owned vehicles of foreign residents living in North Korea.

역시 ‘외’자가 표기된 번호판인데요, 노란색 ‘외’ 번호판은 북한에 거주하는 외국인의 개인차량에게 배정된 번호판입니다.

Yellow – Local Privately Owned 주민 소유 개인 차량

Probably the rarest of all license plates would be the yellow privately owned registration plates. These plates have the prefix to denote the province of origin, followed by the number. I captured this photo on a stormy day and you can just make out the prefix “평양” which means Pyongyang.

이 노란색 개인차량 번호판이 아마도 북한에서 가장 보기 힘든 번호판일 겁니다. 이 번호판에는 등록지역과 함께 숫자가 표기되어 있습니다. 폭우가 몰아치는 날에 찍은 아래 사진 속에서 ‘평양’이라고 표기된 번호판을 볼수 있습니다.  

Yellow – Kaesong Industrial license plate 개성공업 번호판

When you see yellow license plates like these, you will also notice that the cars are usually South Korean brands like Hyundai running around in North Korea. Vehicle license plates with the prefix “개성공업” come from the Kaesong Joint Industrial Park and were driven across the border from South Korea.

개성공업이라고 표기된 노란색 차량번호판들은 주로 남한의 현대에서 만든 차량입니다. 이 차량은 원래 남한에서부터 휴전선을 넘어 개성공단으로 투입되었던 차량입니다.  

7.27 – VIP Plates VIP용 번호판

These plates could be blue or black and do not have the prefix denoting their province of origin. You will always see traffic marshals salute such vehicles when they pass because such cars are meant to ferry VIPs or state officials. The plates start with “7”, immediately followed by a “.” then the numbers 27; then the rest of the registered numbers follow. “7.27” represents the date July 27th, North Korea’s Victory Day of the Korean War.

이 번호판은 파란색이거나 검은색이고, 등록지가 표기되어 있지 않습니다. 이 차량이 지나갈 때에 교통경찰이 경례를 올리는 것을 볼수 있는데, 이러한 차량은 아주 높은 사람이나 국가의 간부들이 탑승하는 차량이기 때문입니다. 이 번호판은 7로 시작해서 “-“와 “27”이 표기되어 있고, 그 뒤로 등록번호가 표기됩니다. “7-27″은 북한의 전승기념일인 7월27일을 뜻합니다.
